David Segal is the President and Chief Executive Officer of Neighborhood Health Plan, that will be known as AllWays Health Partners beginning
January 1, 2019. Mr. Segal is responsible for providing strategic leadership for the organization by working with NHP’s Board of Directors and executive team, and industry partners. Mr. Segal leads the development and execution of the organization’s long-term strategy with a view towards advancing NHP’s mission, ensuring financial strength, and creating value for all of its constituents.
During a career in health care spanning 30 years, Mr. Segal has executed successful strategic and operational initiatives that improved customer experience, organizational growth and financial success. Mr. Segal joined NHP in 2008 as Chief Operating Officer. Prior to NHP, he served as Senior Vice President of Customer Service and Market Performance at Harvard Pilgrim Health Care. Mr. Segal began his career as an analyst for the state Department of Youth Services and later the Rate Setting Commission.
Mr. Segal received a Master's degree in management from the Heller Graduate School at Brandeis University and a Bachelor's degree from Brandeis University.

Carole BradfordVice President of Human Resources
Carole Bradford is the Vice President of Human Resources for Neighborhood Health Plan. Carole is responsible for providing strategic leadership in the areas of workforce development, employee relations, talent acquisition and retention, diversity and inclusion, and organizational design at NHP. In addition to her role at NHP, Carole also leads a team of Human Resources Business Partners for select Partners HealthCare entities.
Ms. Bradford has over 20 years of experience in Human Resources. Prior to joining NHP, she served as the Vice President of Human Resources for Partners Community Physicians Organization. Ms. Bradford has also held leadership positions at Blue Cross Blue Shield of Massachusetts, New England Life, and Sun Life of Canada in Wellesley Hills.
Ms. Bradford received a Bachelor’s Degree in Economics with a Management Minor from Wheaton College in Massachusetts. She has also received several industry certifications, including Senior Professional in Human Resources (SPHR) from the Human Resources Certification Institute (HRCI), Certified in Health Care Compliance Association (HCCA), Certified Internet Recruiter (CIR) from Advanced Internet Recruitment Strategies (AIRS), and Senior Certified Professional (SCP) from the Society for Human Resource Management (SHRM).

Joseph C. Capezza
Chief Financial Officer
Joseph “Joe” C. Capezza leads NHP’s Finance Department and oversees financial operations, including: accounting, budgeting, actuarial services, underwriting, long-range and capital planning, financial reporting, revenue and program integrity management, and data and medical trend analytics.
Mr. Capezza has more than 30 years of experience as a CFO in the health care and insurance industries. He has served as the Chief Financial Officer for such leading companies as California’s Health Net, Inc., Harvard Pilgrim Health Care, and the Reliance Insurance Group of Philadelphia, Pennsylvania. As Harvard Pilgrim’s CFO, Mr. Capezza contributed to that company’s recovery as it regained profitability after it was placed in receivership in 2000.
Mr. Capezza is a Certified Public Accountant who received his bachelor’s degree from Fordham University. He is past-president of the Society of Insurance Financial Management. In 2005, Mr. Capezza was the recipient of the Health Leaders Magazine Top Leadership Team Award.

Anton B. Dodek, MDChief Medical Officer
Anton “Tony” B. Dodek is the Chief Medical Officer for Neighborhood Health Plan. Dr. Dodek is responsible for providing strategic leadership in NHP’s care management, disease management, pharmacy, and cost trend mitigation programs.
Dr. Dodek has more than 25 years of experience as a clinician and health plan medical director. Prior to joining NHP, he served as the Associate Chief Medical Officer at Blue Cross Blue Shield of Massachusetts, where he was in charge of Medicare operations and the lead physician for the Alternative Quality Contract — a market-leading risk-sharing initiative to reduce costs and improve quality. Dr. Dodek has also served as the Senior Medical Director at Tufts Health Plan. In addition, he has served as the Chief of Pediatrics at Franciscan Children’s Hospital in Brighton, Massachusetts.
Dr. Dodek is a member of the Massachusetts Medical Society and the American Academy of Pediatrics.
Prior to attending the Tufts University School of Medicine, Dr. Dodek received his Bachelor of Arts in Psychology from Middlebury College and his Master of Science in Neuroscience from the University of Massachusetts in Amherst. Dr. Dodek is also board-certified in pediatrics.

Richard DropskiVice President of Regulatory Affairs and Compliance
Richard Dropski provides strategic leadership in regulatory affairs and compliance. Mr. Dropski is responsible for ensuring compliance with laws, regulations, and policies that govern NHP’s Medicaid and Commercial lines of business. In addition, he serves as the Executive Director for the organization’s MassHealth program.
Mr. Dropski joined NHP in 2001. His previous positions at NHP include Clinical Education and Resource Manager, Director of Quality and Compliance, and Senior Director of Regulatory Affairs.
Prior to NHP, Mr. Dropski worked at the Visiting Nurses Association of Boston (VNAB) as a Community Health Nurse, a Clinical Educator, and a Manager of Patient Services. Previous to his tenure at the VNAB, Mr. Dropski worked at Milton Hospital and held various positions within the Massachusetts Department of Mental Health with responsibilities for contract management, quality assurance, program evaluation, and other administrative functions.
Mr. Dropski earned a Bachelor of Arts degree from the University of Massachusetts in Amherst. He also holds a Master of Science Degree in Clinical Psychology from Central Missouri State University, a Master in Public Health Degree from Boston University, and a Master of Science in Nursing from Salem State College. Mr. Dropski is a member of the Society of Corporate Compliance and Ethics and the American Health Lawyers Association.

Chief Operating Officer
Mark McCormick is responsible for partnering with the senior leadership team to integrate and oversee all administrative, financial and operational functions throughout NHP to promote high professional standards and build an environment that fosters and reflects an approach to business that puts the customer first. Mr. McCormick also manages NHP’s day-to-day operations, focusing on quality, measurable performance outcomes and innovation while successfully leveraging the organization’s high-performing staff and other resources to achieve NHP’s mission and goals.
The co-founder of several software development and business solution firms, Mr. McCormick is a noted consultant and software architect who has served a variety of business and IT leaders over the past 20 years. In 2007, as President of Accelare, Mr. McCormick helped NHP streamline its IT architecture and save more than $2 million in consulting and licensing costs as the company made changes to keep pace with the growing data requests connected with the expansion of NHP’s commercial and MassHealth memberships. He also led groundbreaking efforts in health plan administration when he designed one of the industry’s first online enrollment and billing systems.

Paulette Shaw Querner
Chief Medicaid Officer
Paulette Shaw Querner provides strategic leadership in the evolution of NHP’s core Medicaid business. She also oversees the development of Accountable Care Organization partnerships that are critical to a sustainable and economically viable MassHealth program with better clinical outcomes for patients.
Ms. Querner is a nationally recognized leader in the community health movement. She has more than 40 years’ experience in health care and nonprofit management and leadership. Most recently, Ms. Querner served as Vice President for Community Health Centers for Harbor Health Services, Inc., where she was responsible for 350 employees serving 27,000 culturally diverse patients in eight locations throughout Massachusetts.
Ms. Querner is a graduate of the Children’s Hospital School of Nursing with a bachelor’s degree in Registered Nursing from the University of Massachusetts at Boston and a Master of Business Administration, Health/Health Care Administration/Management, from Boston University. She is a past member of the Board of Directors of the Massachusetts League of Community Health and for Neighborhood Health Plan. In 2012, Ms. Querner received the Aaron L. Brown Memorial Public Service Award from the National Association of Community Health Centers for her leadership in promoting community health.

Chief Strategy and Marketing Officer
Tim Walsh is the Chief Strategy and Marketing Officer for Neighborhood Health Plan. He is responsible for leading NHP’s corporate strategy, brand development, marketing and public relations, market research and intelligence, business development, and product strategy.
Mr. Walsh has nearly 30 years of experience in the health care industry, specializing in the development of market strategies based on market data and extensive knowledge of the industry. Prior to his tenure at NHP, he has held marketing leadership roles at Blue Cross Blue Shield of Massachusetts and Harvard Pilgrim Health Care.
Mr. Walsh received a bachelor’s degree in English Literature from Stonehill College, attended Boston University’s College of Communication’s Master’s Program and is a graduate of UMass Boston’s Emerging Leaders Program. In addition, he is a member of several professional organizations including The Ad Club, Direct Marketing Association of America, and the Society of Competitive Intelligence Professionals (SCIP).
